REACH is a collaborative effort between Institute of Mental Health – Child Guidance Clinic, KK Women’s and Children’s Hospital, National University Hospital, and the Ministry of Education (MOE). Piloted in 2007, REACH subsequently expanded to implement mental health services to all MOE-registered schools in Singapore.

REACH aims to increase the accessibility to mental health support for students below 19 years of age with emotional and behavioural difficulties (such as ADHD, anxiety and depression). Children and adolescents referred to REACH are seen in schools or homes.

REACH also seeks to enhance the capacity of schools to identify and support these students with the following services:


REACH offers free phone consultations for School Counsellors seeking advice on the management and referral of students with mental health issues.


REACH aims to improve response time and offer front-line support to students within the community. When a student has been identified to have mental illness, REACH will collaborate with school counsellors to provide suitable school-based interventions to help these students. REACH also makes provisions for School Counsellors to refer students for assessment and intervention by REACH’s mobile multi-disciplinary team. All referred students are seen only by appointment, through School Counsellors, at their schools or homes.

Such school/home-based interventions often provide the requisite, timely help that these students need.


REACH conducts specialised training sessions for relevant school personnel to share best practices and to help with the specific needs of schools. All training notes are uploaded on the REACH-HPB website and all partners within the REACH network can access these resources. ​
